CONFORME AL ARTICULO CIENTO CUARENTA Y NUEVE PUNTO UNO PUNTO TREINTA DE LA CONSTITUCION PERTENECE AL ESTADO LA COMPETENCIA EXCLUSIVA SOBRE LA REGULACION DE LAS CONDICIONES DE OBTENCION EXPEDICION Y HOMOLOGACION DE TITULOS ACADEMICOS Y PROFESIONALES
AHORA BIEN, EN EL AMBITO DE LA MARINA MERCANTE, DESDE LA PROMULGACION DEL DECRETO DOS MIL QUINIENTOS NOVENTA Y SEIS/MIL NOVECIENTOS SETENTA Y CUATRO, DE NUEVE DE AGOSTO SOBRE TITULOS PROFESIONALES DE LA MISMA, SE HAN PRODUCIDO UNOS HITOS NOTABLES Y RELACIONADOS CON LAS ENSEÑANZAS NAUTICAS: POR ORDEN DEL MINISTERIO DE EDUCACION Y CIENCIA DE DIECIOCHO DE OCTUBRE DE MIL NOVECIENTOS SETENTA Y SIETE, SE APROBO EL NUEVO PLAN DE ESTUDIOS DE LA CARRERA NAUTICA.
